Health advocates in support of e-cigs   no comments

Health Canada once considered e-cigs as a threat but this outlook is changing since the emergence of various researches on the role of e-cigs in quitting tobacco. Despite this, e-cigs that have nicotine in it is not allowed to be sold in Canada because of which now tobacco-control advocates and several public-health experts are demanding a change. The long-term effects of e-cigs are still unknown to many but it is confirmed that e-cigs are a healthy alternative to traditional cigs. The Vice President of health promotion with the Lung Association, Canada, Jennifer Miller, said “I think we owe it to the five million Canadians who are addicted to tobacco products. If there’s a product out there that may have some merit to bring down those numbers, we have to look at it”. Earlier the Lung Association was wary about e-cigs but after fresh evidences, the association now understands the role of e-cigs as a helpful smoking cessation aid. Michael Siegal, physician at Boston University, said that it is true that e-cigs contain nitrosamines and so do other nicotine replacement therapy products but the quantity is too low. Ultimately, what matters is safety and when it is confirmed that e-cigs are safer than tobacco, its use to quit tobacco addiction must not be discouraged. The increasing demand and popularity of e-cigs has attracted even big players like Marlboro maker Altria Group Inc. into the business. Altria Group Inc. said that by the second half of 2013 it will start its own version of e-cigs as these devices are beginning to “erode sales of traditional cigarettes in the U.S.” Amidst all this, the role of small players in the e-cig business is being widely speculated. But for Eli Alelov, the chief executive of one of the largest e-cig company named ‘Logic’, it is just a matter of pride to be a part of the industry that is attracting big companies into it. As we all know, healthy competition encourages business to improve their quality of products, therefore it is the time to rejoice for the e-cig users. What do you think? Call to Action! California E-Cigarette Usage Ban — (Now In Senate)   no comments

UPDATE (4/23/2013): On April 17th, the Senate Health Committee moved SB 648 out of committee by a 6-2 vote.

SB 648 is now scheduled for a hearing before the Senate Judiciary Committee on Tuesday, April 30th at 1:30 pm in Room 112.

Please submit or resubmit testimony in opposition to SB 648 directly to the Judiciary Committee with the subject line “SB 648 Testimony” to ronak.daylami@sen.ca.gov. Include your name and city.

California: Attempt to Add E-Cigarettes to “Smoking” Ban — SB 648

If enacted, this bill would:
Ban the use of vapor products wherever smoking is banned. Among those provisions most likely to impact users are those that would:
Ban e-cigarette use in virtually all workplaces in California, including in hospitals*. Violations would be punishable by fines of $100, $200, and $500. (Section 15)
Ban e-cigarette use inside or within 20 feet of any public building or in a vehicle owned by the state. (Section 4)
Declares that the use of electronic cigarettes “is a hazard to the health of the general public,” and would include e-cigarettes in all future smoking bans passed in California. (Section 11)
Ban e-cigarette use in railroads and air carriers. (Section 13)
Permit landlords to ban e-cigarette use in private homes. (Section 2) (Removed from bill)
* While it would appear that Senator Corbett’s newly-amended version of SB 648 dated April 22, 2013, would permit e-cigarette use in hospitals, this is not true. The sections referencing hospitals were removed from the bill because the provisions have been superseded by other laws.
UPDATE (4/21/2013): While SB 648 was passed out of the Senate Health Committee, this bill still has a long way to go and continued vigilance by California vapers is needed. The Judiciary Committee needs to receive testimony from California citizens strenuously opposing banning vaping in public places.

CASAA is encouraging its members to submit or resumbit testimony directly to the Judiciary Committee. please email Senate Health Committee Assistant Ronak Daylami at ronak.daylami@sen.ca.gov. If emailing, please put “SB 648 Testimony” in the subject line and include your name and city.

Featured speakers include CASAA Legislative Director Gregory Conley and Father Jack Kearney of the California Association for Alcohol & Drug Educators (CAADE). CASAA would like to thank the 40+ others turned out to oppose the bill, as well as Senators Jim Nielsen and Joel Anderson for voting against the bill.

What to say:
1. You would like them to vote NO on SB 648.

2. Tell your story on how switching to an e-cigarette has changed your life.

3. Explain how smoking bans are enacted to protect the public from the harm of secondhand smoke, but e-cigarettes have not been shown to cause harm to bystanders. In fact, all evidence to date shows that the low health risks associated with e-cigarettes is comparable to other smokeless nicotine products.

The low risks of e-cigarettes is supported by research done by Dr. Siegel of Boston University, Dr. Eissenberg of Virginia Commonwealth, Dr Maciej L Goniewicz of the Roswell Park Cancer Institute, Dr. Laugesen of Health New Zealand and by the fact that the FDA testing, in spite of its press statement, failed to find harmful levels of carcinogens or toxic levels of any chemical in the vapor.

At the April 17th meeting of the Health Committee, Senator Corbett cited a study finding trace levels of metals in e-cigarettes as a reason to support banning e-cigarettes in public places. Please urge the legislators to read Dr. Michael Siegel’s two articles on that study (here and here).

4. Detail how electronic cigarette use is easy to distinguish from actual smoking. Although some e-cigarettes resemble real cigarettes, many do not. It is easy to tell when someone lights a cigarette, from the smell of smoke. E-cigarette vapor is practically odorless, and generally any detectable odor is not unpleasant and smells nothing like smoke. Additionally, e-cigarette users can decide whether to release any vapor (“stealth vaping”). With so little evidence of use, enforcing indoor use bans on electronic cigarettes would be nearly impossible.

5. If you are a California resident and currently vape in public, talk about your experience. Do businesses you frequent allow you to vape? What about your office? Be sure to include your address and full name.

6. Inform them that the ability to use electronic cigarettes in public spaces will actually improve public health by inspiring other smokers to switch. Surveys of thousands of users indicate that the majority of those who switch, completely replace tobacco cigarettes with the electronic cigarettes, reducing their health risks by 98-99%.

7. Explain that Senator Corbett misled the Health Committee on April 17th by claiming that she had never tried to ban the sale of e-cigarettes to adults. In fact, Senator Corbett did try to ban the sale of e-cigarettes in California in 2009 with SB 400. It was only after Governor Schwarzenegger vetoed the bill that Senator Corbett amended it to only ban sales to minors.

8. Tell them that by switching to a smokeless product, you have greatly reduced your health risks.
